For a detail tutortal on how to submit a support case use the HP Software Support Online Training. To activate the training user the 'HP SSO Tutorial' link on the main Software Support Online page.
Once activated select 'Case Management - Submitting a Case' on the left hand site of the screen.  
It should be noted that although the support case is raised with the UK offices of HP via the UK Website, the support may be answered by someone in same timezone as the customer, i.e. staff in India raise support calls via the UK HP Support site and may be contacted by someone from HP Support in India.
